Advancing Global Partnerships for a Sustainable Water Future: VAWR Forges Strategic Alliance with Leading Australian Water Experts

05/10/2026

HANOI, 2026 – Continuing its momentum in forging strategic global alliances to tackle pressing water challenges, the Viet Nam Academy for Water Resources (VAWR) proudly hosted an extensive and highly productive working session with a distinguished delegation of water experts from Australia. The comprehensive dialogues centered on advancing critical frameworks for water resource accounting, pricing, and strategic allocation across diverse sectors.

Speaking on behalf of the participants in the 2025 Vietnam-Australia capacity-building training course on water engineering and water resources management, Dr. Dinh Van Dao of the Institute for Water Resources Economics (IWRE) under the VAWR, shared his remarks at the meeting

The Australian delegation was led by Dr. Alec Rolston, Director of the Goyder Institute for Water Research at the University of Adelaide. He was joined by prominent specialists including Dr. Steve Morton, Chair of Water Partnership South Australia; Prof. Dr. Sarah Wheeler, a renowned water pricing expert from Flinders University; Prof. Dr. Neville Crossman, a leading policy expert; Mrs. Fiona Jame Adamson; and esteemed alumni of the Vietnam-Australia cooperation program.

Representing VAWR were Prof. Dr. Tran Dinh Hoa, Director-General; Dr. Nguyen Tiep Tan, Deputy Director-General; alongside leaders from the Science and International Cooperation Department and scholars from the recent Vietnam-Australia capacity-building course on water engineering and water resources management.

Welcoming the delegation, Prof. Dr. Tran Dinh Hoa expressed his profound gratitude to the visiting experts. He highly lauded Australia as a premier global leader with unparalleled knowledge and practical experience in water accounting and allocation. Prof. Hoa emphasized that VAWR deeply values the substantive collaboration built through successful initiatives like the 2025 Australia Awards Fellowship, which empowered many VAWR researchers in innovative water management. He expressed the Academy's strong desire to expand beyond this framework into a comprehensive, enduring bilateral partnership.

Amidst Vietnam's rapid socio-economic growth, the nation's water management paradigm is rapidly evolving. The working session highlighted the urgent need for precise water accounting and auditing to combat escalating complexities - including climate change, severe droughts, and dramatic river flow fluctuations across major Vietnamese river basins. To meet current and future demands, the Vietnamese Government mandates that water infrastructure must stay "one step ahead." This critical priority unlocks immense potential for bilateral synergy between Vietnam and Australia.

During the exchange, the Australian experts shared their nation's achievements, underscoring the necessity of holistic water governance. They advocated for tiered, impact-based planning to establish flexible, priority-driven water allocation mechanisms. Crucially, this approach ensures top priority for domestic water security, followed by sustainable allocations for agricultural production, industry, and the preservation of vital ecosystems.

Following the warm and highly productive discussions, VAWR leadership and the Australian delegation agreed to institutionalize their synergistic vision by advancing toward a Memorandum of Understanding (MOU) between VAWR and the Goyder Institute for Water Research. This landmark agreement promises to lay a robust foundation for future pilot models and collaborative research.

Synergizing Australia's exceptional expertise with Vietnam's science, technology, and innovation strategies, the strategic cooperation will focus on:

- Water Allocation and Accounting: Conducting joint research and deploying practical solutions, leveraging bilateral resources and support from both governments and international organizations.

- Digital Transformation: Building comprehensive digital databases and modernizing the management and operation of water exploitation infrastructure.

- Human Capital Development: Maintaining and elevating the quality of human resources through expert exchange programs and PhD research scholarships.

- Collaborative Research Frameworks: Formulating joint projects funded via the Vietnam-Australia Bilateral Protocol and international funds.

- Expanded Sustainability Initiatives: Exploring high-potential projects focusing on carbon credit markets, circular economy-driven wastewater treatment, community-based rural WASH (Water, Sanitation, and Hygiene), coastal ecosystem restoration, and the crucial integration of gender equality in water management.

Together, VAWR and its esteemed Australian partners are committed to engineering resilient and sustainable solutions for the future of water management. Pioneering Vietnam's water sector through premier research, technology, and policy, VAWR continues to stand as a trusted, responsible global collaborator - championing win-win partnerships and driving the nation's new era of sustainable development.
