FUNCTIONS AND RESPONSIBILITIES

1. According to Decision No. 1920/QD-BNNMT dated May 25, 2026, of the Minister of Agriculture and Environment stipulating the functions, tasks, powers, and organizational structure of the Institute for Water Resources Economics (IWRE), the IWRE is a public science and technology research institution under the Viet Nam Academy for Water Resources (VAWR), Ministry of Agriculture and Environment (MAE) with the following functions:

- Scientific research on:

+ Institutions, policies, strategies, and financial mechanisms;

+ Organizational governance, decentralization, management, use, and exploitation of assets and hydraulic infrastructure;

+ List of public products and services;

+ Pricing of hydraulic products and services, public services

+ Community development in the fields of: Water resources, hydraulic engineering, dike, disaster prevention and mitigation, infrastructure serving agriculture, rural areas, and rural clean water

to support the state administration functions of the MAE.

- Providing public services, consulting services, science and technology services, and other services in specialized fields and areas within the scope of the Institute’s functions and tasks and in accordance with the law.

2. The IWRE has legal personality, its own official seal, and is authorized to open accounts at the State Treasury and banks to operate in accordance with the law.
