2 | Giải pháp tài chính bền vững cho các tổ chức thủy lợi cơ sở | Trung, Tran Chi | One of the new policies on management of irrigation works under the Law on Irrigation (2017) is the policy of converting fees to prices for irrigation products and services. However, due to different types of irrigation shemes and management capacity of irrigation works in different regions, localities implement differently policies supporting for using public irrigation products and services. On the basis of analyzing financial situation of water user organizations in different regions, this study proposes sustainable financial solutions for water user organizations to manage effectively the irrigation schemes, including: (i) Methods and mechanisms to support for using irrigation products and services. (ii) use effectively fund from state support for using irrigation products and services and (iii) solutions to strengthen the capacity of water user organizations. | There are nearly 200 water supply projects for domestic use and production in which the measure of check dam to exploit surface water are widely used, occupy 96% and 82% of the total number of water supply projects for production and domestic use, respectively. Nevertheless, currently, the projects are downgrading seriously. There are many reasons for the deterioration but the aggradation in upstream of dam and at the water intake area. This paper presents the results of research on the measure of riverbed water collector using physical model and pilot model with the aim to apply the new water collecting technique instead of conventional method. The results of experiment in the water-poor area show that in dry season, the water collecting system of new technique has collected thoroughly groundwater (0.08 l/s) and surface water (0,67 l/s), to ensure the supply of domestic water for 2 schools (of 350 boarding pupils) and 57 houses. 23 | Nghiên cứu đánh giá hiệu quả giảm sóng gây bồi của cụm công trình kè mỏ hàn dạng chữ T tại bãi biển Thịnh Long 2, Hải Hậu, Nam Định | Huu, Vu Cong Dat, Nguyen Tien | Nam Dinh province is downstream of the Hong-Thai Binh system, with a coastline of over 72km in the northeast-southwest direction (about 45o away from the north). Many coastal areas of Nam Dinh, especially the coastline from Van Ly to Thinh Long of Hai Hau has been strongly eroded. Facing that situation, sand-reducing structures were built to protect the beach. These works are in the form of a groyne embankment and a T-shaped groyne embankment. Mathematical modeling method is used to evaluate the effectiveness of the T-shaped embankment cluster in Thinh Long 2 area. The results showed the cause of the low accretion efficiency on beach. |
34 | Thành phần loài và vai trò của động vật đáy trong nuôi trồng thủy sản vùng biển Kiên Giang | Khanh, Huynh Duc | The research results in the field survey from October, 2020 and April, 2021 of Institute of Coastal and Offshore Engineering (ICOE) presented an overall picture of the marine species diversity in coastal areas surrounding archipelago in Kien Giang province. Research results showed that 181 zoobenthos species belonging to 146 genus, 105 families, 43 orders, 11 class of 5 phyla were recorded, including 69 Annelida species, 54 Arthropoda species, 50 Mollusca species, 7 Echinodermata species and 1 Sipuncula species. The number average species and average density of zoobenthos, with 20-25 species/location and 158-396 inds/m2 respectively. Amongst 181 zoobenthos species, 15 species economic value and conserve, including 4 species are listed in the Red Data Book of Vietnam (2007). Species, that serve as natural food sources for fish and shrimp covered high number. Communities of zoobenthos of coastal areas in Kiên Giang province have relatively high diversity (H’= 3,7; Dv = 3,1). These research results provided an important scientific foundation for management, conservation, development of marine resources and aquaculture in this area. This article presents the research results on auxiliary structures for a stilling basin located in the middle of the river bed, with high head and large flow. This article presents the calculations and assessment of the capacity of preventing saltwater intrusion and retaining freshwater of the Kim Dai sluice dam for the Nam Ninh region which are also keys to effective performance and management of the Kim Dai Sluice Dam. 58 | Đánh giá đặc trưng hình thái lưu vực suối đến sự hình thành lũ bùn đá khu vực miền núi phía Bắc | Thao, Vu Ba Hai, Nguyen Van | Due to their potential devastation, flash floods have increasingly caused tremendous losses to humans and the economy in Vietnam, especially in small basins in mountainous areas. Flash flood events are characterized by occurring suddenly in a short period, fast-moving flow, and containing a large quantity of debris and wood. As a result, it has the considerable potential of devastating nature. One typical type of flash flood is known as a debris flow, which has the most potential devastation. Because it is a fast-moving flow of water, debris, and wood; it frequently occurs in small basins with short streams and steep slopes. This study aims at characterizing the principal features of debris flow basins using data from field surveys and Google Earth interpretation in 33 debris flow basins in the northern region of Vietnam. The characteristics of debris flow provide scientific evidence-based information to interpret the causes, mechanisms, and processes of debris flow, thus supporting the prevention and mitigation of the debris flow disasters. 72 | Phương pháp xây dựng đường suy giảm dòng chảy mùa kiệt: áp dụng cho lưu vực Thành Mỹ, Quảng Nam | Cong, Vu Huy Anh, Hoang Trung | During the dry season, the streamflow will be removed slowly from the basin due to evaporation, infiltration, and other water use activities. The decrease of discharge in the river in this case is known as “recession”. This study will present a simple method to construct streamflow recession curves based on frequency calculations to support low-flow prediction. In addition, these recession curves are also described in mathematical form by equations, so it is very convenient for users. Thanh My catchment of Vu Gia river in Central Vietnam was selected as the study area. A 35-year data series was used in the analysis. In validation process, this equation shows high reliability in predicting flow data. The method is expected to be an important tool to help managers make decisions in operations, especially in Vietnam, where the low- flow forecasting is still limited, mainly based on the maximum and minimum flow curves. 80 | Các phương pháp kiểm tra định lượng sự đồng nhất của chuỗi số liệu mưa: Áp dụng cho lưu vực sông Cả | Hien, Le Thi Thu Tuan, Pham Van | This paper presents four statistical tests for assessment and quantitative homogeneity of rainfall time series. The daily rainfall data in the period from 1959-2016 at 8 stations in the Ca river basin are used for demonstration of four statistical tests. The computed results show that the statistic value of the cumulative deviations test (Cd), Bayesian test (Ba), Worsley’s ratio test (Wo) varies mainly in the permit range. In detail, the value of Cd changes from 0.396 to 1.640, while the value of Ba ranges between 0.224 and 4.542 as well as the value of Wo varies from 0.074 to 3.970. The rainfall time series at almost stations presents the homogeneity, and thus these data can be used for assessing rainfall variability and trend analysis, as well as for input data in relevant studies. The cumulative deviations test (Cd), Bayesian test (Ba) and Worsley’s ratio test show similar homogeneity results. These tests also depict a clear discrepancy in comparison with results obtained from the von Neumann’s ratio test. The above assumption can be accepted if the flow is steady and nearly uniform. However, in fact that the flow is unsteady, the boundary resistance modifies the velocity distribution. Especially, in case of flow in the side channel is spatially varied flow with 3D vortex structure, the velocity distribution becomes more and more complex. The results of determining the velocity distribution coefficients including momentum correction coefficient (a0) and kinetic energy correction coefficient (a) for spatially varied flow in the side channel is presented in this article. | Natural disasters in Vietnam are a direct cause of obstruct to economic growth, sustainable development and poverty increase leading to a major obstacle to the country's development goals, especially in the agricultural sector and infrastructure development. In Vietnam, losses from water-related disasters (hurricanes, floods, droughts) account for a large proportion of over 80% of losses caused by natural disasters, especially in the Central provinces. So far, Vietnam has issued and effectively implemented numerous solutions to prevent and mitigate the harmful effects of water-related disasters in the context of climate change. However, besides the achieved aspects, there are also certain limitations that need to be overcome. This article presents the results of assessing the current solutions to reduce the harms of natural disasters on agricultural production and infrastructure in some provinces in the Central. Based on that recommendations are made to strengthen natural disaster prevention for the socio-economic development of the region as well as of the country. Especially for big cities, river dikes become gateways for traffic in and out. Because the function of the river dike is mainly to prevent floods, when it has to be combined with the traffic function, the road structure on the dyke is greatly damaged, in addition the design and construction standards of irrigation and transportation are not compatible with each other, so it has greatly affected the quality of pavement of road on the dike in activity duration. In order to overcome the above problems, this paper refers to the proposal of criteria for the design work and thereby proposes some typical road cross-sections on the dike, in accordance with the requirements of the road traffic, where there is a river dyke crossing the urban area Keyword: River dikes combine with the road traffic; typical cross-section; transportation route. |
