Assessment of operation and maintenance management efficiency of the small-pumping irrigation systems in both technical and economic aspects is very imperative to provides foundation for planning irrigation efficient improvement in context of pricing mechanism application. Application of the traditional tools and methods has not indicated both quantitative reasons and solutions together. Thus, this study reviewed literatures and practical lessons learn on application of non-parametric program - Data Envelopment Analysis DEA to assess operation and maintenance management of the irrigation systems in Red River Delta. The results found out scientific basis of an optimal math model and applicability of DEA under the input orientated eficiency model according to Constant Returns to Scale CRS and Variable Returns to Scale VRS by using variables of cost and irrigated areas. The indicators of technical efficiency, scale efficiency, allocative efficiency, optimal cost efficiency, general cost units, input cost units and cost structures have been determined. These were a foundation to suggest suitable solution in application of cost structures to distribute the cost resources for operation and maintenance agencies and policies on irrigation water pricing supports by government.

Coastal erosion have been occurring commonly and widely in many coastal area in the Mekong River Delta, specially in the coast of Ca Mau Peninsula - one of the most serious erosions area. This paper presents the simulation results of hydrodynamic, sediment transport and morphological change to analyze and evaluate the causes of erosion in the eastern coast of Ca Mau Peninsula.

Kien Giang is a province in the Gulf of Thailand with great potential for mariculture. We have conducted a study on the zooplankton fauna at Kien Giang sea to collect the latest data, then there is a basis for analyzing, evaluating and making comments and recommendations to contribute to sustainable mariculture in this area. We conducted two surveys in April, 2021 (dry season) and October, 2020 (rainy season). The zooplankton samples were collected from 33 sites in the Kien Giang sea, using plankton net (with mesh size of 120 µm, mouth diameter of 40 cm attached oceanics mechanical flow meter) to pull at the surface layer at a speed of 0.5 m/s. The results have obtained 71 species belonging to 11 groups, of which 62 species are fish food. The average abundance in the whole sea is 14,844 individuals/m3. Copepoda is the most diverse species composition (46 species) and also dominates in abundance. In the rainy season, the indicators of species composition, abundance, diversity index (H') and diversity value of community (Dv) are higher than those in the dry season. This may reflect that the ecological conditions between the two seasons in Kien Giang sea are diffirent. So in mariculture, it is necessary to pay attention to the change in ecological conditions from the seasonal change. In addition, in the rainy season, a group of freshwater zooplankton has been recorded in the Duong Dong sea of ​​Phu Quoc island, which is also a point to note for mariculture in this place.

Currently, grassroots irrigation organizations in Nhue, Day river are agricultural cooperative. Cooperatives were established a long time ago and have basically been transformed under the law of new cooperatives. After many years, small and in-field irrigation projects were handed over to the management company, but now they have been re-decentralized to grassroots irrigation organizations. With limited income, insufficient expenditures, damaged structures, lack of motivation for irigation staffs to work, grassroots irigation organizations have not really operated effectively. In order to meet the spirit of Law on hydraulic work, the strengthening of grassroots irigation organization requires an appropriate plan and roadmap to improve the efficiency of irrigation management, capacity and awareness of water users. This article, on the basis of analyzing the actual operation of grassroots irrigation organizations, deploys local policy documents to propose solutions to improve the organization of surface water management in the irrigation system of Nhue, Day river.

Labor norm is one of important economic-technical norms for the management, exploitation and protection of hydraulic works. Labor norm is considered as basis for planning and adequate use of labor, ensuring the implementation of assigned tasks for management and operation of irrigation infrastructure systems. In this paper, the authors present the methods and results of amending and supplementing the labor norm for management of irrigation and drainage systems undertaken by Gia Lai Irrigation Management Company. Then, the paper discussion solutions to apply the norm in production activities to increase the efficiency of management and exploitation of existing works.

Ha Lan estuary of the So River has been deposited, affecting the boats go in and out of the port. In this paper, the Delft3D model was used to simulate the hydrodynamic regime for a representative year to clarify the seasonal fluctuations of hydrodynamic factors in the estuary during the year. Seasonal hydrodynamic fluctuations will be used to find out the causes of the accretion of the estuary and further for proposing measures against the sedimentation, serving the socio-economic development of the Ha Lan estuary in particular and the province Nam Dinh in general.

Vietnam has great potential for the renewable energy industry, which helps the country take a cleaner and more secure energy pathway. However, Vietnam is a developing nation, so sustainable development mainly covers the use of renewable energy such as solar in agriculture. The Central Highlands and South Central have an abundant source of solar energy, which is in demand for irrigation and the development of crops of high economic value. This paper shows how to simulate the combination of the solar pump with the capacity of water storage for new countryside construction. The study applied calculations for the pump system with a capacity of 15kW to irrigate asparagus gardens in Ninh Thuan province.

The Mekong Delta is currently being strongly affected by climate change, especially in the coastal estuaries. In the dry season, the tide intrudes deep into the inland, causing salinization of water sources and soils, affecting agricultural cultivation. In addition, the restructuring of crops and failed aquaculture have polluted a large number of areas that are difficult to recover. Therefore, this study aims to evaluate the influence of salinity changes on different farming models by using the 1D Hydrus simulation model to find a reasonable farming solution on the natural conditions of the area.

Đánh giá xu hướng biến động mưa trên lưu vực sông cả giai đoạn 1959 - 2016 sử dụng số liệu thực đo

This paper presents assessment results of variable trends of monthly, season and annual rainfall in Ca river basin in the period from 1959 to 2018 using rainfall data at 8 stations, statistical analysis and non-parametric Mann-Kendall test. The results show that monthly rainfall tends to decrease -0.06 to -3.21 mm/month in the upper and downstream regions, from -0.01 to -1.15 mm/month in the middle region of river basin. A decrease of rainfall occurred not only in dry season (from May to November) but also in June of the wet season. Monthly rainfall tends to increase up to 3.80 mm/month in July. At Do Luong and Quy Chau stations, season rainfall (both dry and wet seasons) increases from 0.26 to 5.26 mm/season for wet season and from 0.08 to 0.43 mm/season for the dry season. At remain stations, season rainfall decreases significantly up to 3.4 mm/season for the dry season and -1.9 mm/season for the wet season. The annual rainfall declines greatly in a range between -2.2 and -3.7 mm/year at Muong Xen, Con Cuong, Son Diem, Hoa Duyet and Quy Hop, while at Tuong Duong, Do Luong and Quy Chau, its’ value rises up to 6.2 mm/year.

Eco-enzyme is a Veterinary biotic, it is produced from organic waste  in everyday life, with a simple manufacturing process but it is highly effective in daily life applications. It is produced from a mixture of sugar, fruit waste, and water with a ratio of 1: 3: 10 (100 g of brown sugar; 300g of fruit waste; 1000 ml of water) by submerged fermentation method. If used for cleaning and disinfecting, the incubation period is at least 10 days, and for other activities normally from 3 months or more. The raw materials for the production of Eco-enzyme from the citrus fruits  have many active ingredients that enhance the ability to disinfect, clean and especially antibacterial, prevent viruses and bacteria such as Corona virus (Covid-19).

Xây dựng mô hình toán học về dòng chảy hở hai chiều đứng bằng tiếp cận đối ngẫu

The mathematical model of two-dimensional vertical flow, in currently, is constructed by  the classic average method which is integrated from the right to the left river bank of the three-dimensional Reynolds averaged Navier-Stokes equations; the average quantities received by this approach do not generalize by means of dual approach. This paper presents a dual approach to establish the two-dimensional vertical flow equations; the setup model will more complex than classic approach, the integral can be performed locally several times. In this paper, the Author performed twice integrals: (i) the first, integration from the right river bank to the intermediate vertical surface layer between the right bank and the left bank, and then (ii) the second, integration from the right bank to the left bank.

The improved two-dimensional vertical flow model received from this dual approach allows the calculation of flow parameters is more accurate than the classical method. In other words, it provides some flexible parameters to adjust based on the field or experimental data.
