FUNCTIONS AND RESPONSIBILITIES

1. According to Decision No. 1899/QD-BNNMT dated May 25, 2026, of the Minister of Agriculture and Environment stipulating the functions, tasks, powers, and organizational structure of the Key Laboratory of River and Coastal Engineering (KLORCE), the KLORCE is a public science and technology research institution under the Viet Nam Academy for Water Resources (VAWR), Ministry of Agriculture and Environment (MAE) that was established in accordance with the provisions of Decision No. 850/QD-TTg dated September 7, 2000, of the Prime Minister regarding the approval of the Scheme for the establishment of key laboratories.

2. The KLORCE has the following functions:

- Basic and applied research;

- Development, application, and transfer of technology;

- Innovation and digital transformation;

- International integration and cooperation

in the areas of river, estuary, coastal, and island dynamics; hydraulics; dike; river and coastal training; prevention and mitigation of natural disasters nationwide to support the state administration functions of the MAE.

- Providing public services, consulting services, science and technology services, and other services in specialized fields and areas within the scope of the Laboratory’s functions and tasks and in accordance with the law.

3. The KLORCE is classified as equivalent to specialized and regional Institutes under the VAWR.

4. The KLORCE has legal personality, its own official seal, and is authorized to open accounts at the State Treasury and banks to operate in accordance with the law.
