1. Complete organization and operation apparatus

2. Building staff capacity

- Technology for monitoring, forecasting and early warning of floods, droughts, water depletion in rivers, saltwater intrusion, ... in the context of climate change, sea level rise; decision support in water resource management;
- Techniques for rational, efficient and sustainable exploitation and use of surface water and groundwater for the industry and for socio-economic development;
- Advanced and water-saving techniques and technologies for irrigation, efficiency in agriculture, industrial crops and fruit trees;
- Improving equipment for water supply and drainage (pumps, valves, equipment, ...), water treatment and environmental protection; solutions to creating sources and supplying water for daily life and production in mountainous, remote, border and island areas.
(2) Serving the construction of irrigation works
- Application of technical advances, technological development: survey, design, materials, equipment, construction of irrigation works (tidal gate, large aperture river barrier, large valve gate, dam project. large height, large pump stations, ...);
- Solutions to ensure safety of lakes, dams, dikes and irrigation works; automation in construction and operation of key systems of irrigation works, systems of irrigation works against flooding in big cities.
(3) Natural disaster prevention and mitigation and climate change adaptation
- Solutions to planning, zoning and assessing natural disaster risks as a basis for proactive prevention and avoidance;
