Signing cooperation agreement in the field of irrigation and natural disaster prevention
16/04/2021On April 14, 2021, Vietnam Academy for Water Resources (VAWR) had a meeting with the People's Committee of Quang Tri Province to discuss the contents of cooperation agreements in the field of irrigation and natural disaster prevention.
Attending the meeting, on the side of VAWR, there were Prof. Dr. Tran Dinh Hoa - Deputy Director of VAWR; Dr. Nguyen Tiep Tan - Deputy Director of VAWR; Representative of the General Planning Department, Hydraulic Construction Institute, Central Viet Nam Institute for Water Resources, Institute of Ecology and Works Protection, Center for Irrigation Software Technology, The National Key Laboratory of River and Coastal Engineering.
On the side of the People's Committee of Quang Tri province, there were Mr. Ha Sy Dong - Standing Vice Chairman of the Provincial People's Committee and related functional departments.
At the meeting, two sides agreed to sign a cooperation agreement covering the following contents: Cooperation on scientific research and technological development; cooperation on consulting and technology transfer; cooperation in training and fostering human resources in science and technology; cooperation in mobilizing capital for socio-economic development of the province.
Speaking at the meeting, on behalf of VAWR, Prof. Dr. Tran Dinh Hoa - Deputy Director of the Institute affirmed that he would support and share the reservoir database system throughout Quang Tri province as a basis for proposing the construction of additional monitoring networks for safety reservoirs operation. Developing plans to solve the problem of clean water supply for production and daily life for industrial areas; supply clean water to mountainous areas and Con Co island district; overall correction of Cua Tung - Cua Viet and restoration of natural beaches; integrated management of the coastal area in the period of 2021 - 2022.
Prof. Dr. Tran Dinh Hoa proposed Quang Tri province to replicate the clean water supply model from the results of the project "Research and propose a sustainable exploitation of freshwater lenses model in coastal sand dunes for water scarcity area in the North Central region”, which was piloted in Gio My commune, Gio Linh district.
It is proposed to coordinate with the province in planning a system of fishing ports and storm shelters for fishing vessels in the 2021-2030 period, with a vision to 2050, invested by the Directorate of Fisheries and VAWR is the unit in charge of implementation; coordinate in formulating provincial planning for the period of 2021 - 2030, with a vision to 2050. Develop response plans before, during and after natural disasters, focusing on the following contents: flooding, storm surge, Super storm; flooding downstream of reservoirs and river basins; flash floods, landslides in mountainous areas; solutions to prevent, and handle the problem of riverbank and coastal erosion; land subsidence, in order to ensure efficiency and suitability in the province. Assess and balance water resources in river basins to serve multiple purposes in local socio-economic development. Application and implementation of smart irrigation technology, advanced irrigation, water saving; especially, irrigation and drainage for upland crops in hilly and sandy areas.
Also at the meeting, VAWR presented to the People's Committee of Quang Tri province a database of dams and reservoirs and software to support decision-making on the management of reservoirs in Quang Tri province. Treatment with computer and display screen to cope with the flood situation in the province, with the value of the system is about 2.5 billion VND.
In which, the database system has the main function that is to manage all data of 124 reservoirs in Quang Tri province; Integrating rain monitoring data, river water level, integrating forecasted rain sources from Europe, America, Japan; Forecasting floods to reservoirs and assisting management agencies in making flood discharge decisions to ensure project safety and minimize flooding downstream of the reservoir.
In order to maximize the database system efficiency, Prof. Dr. Tran Dinh Hoa proposed the People's Committee of Quang Tri province to request the lake owners and related units to regularly update the data on monitoring the lake operation, the data of rain, the water level of the rivers in the province of Quang Tri; Organize training courses for provincial officials to actively operate the system trained and transferred by the Center for Irrigation Software Technology - VAWR.
Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee - Mr. Ha Sy Dong committed to create favorable conditions and closely cooperate with the VAWR in scientific research and development of rehabilitation technology. socio-economic development of the province. Priority is given to creating conditions for the Vietnam Institute of Water Resources to participate in consulting and technology transfer activities in the province.
Leaders of the Provincial People's Committee also asked the Vietnam Institute of Irrigation Science to support the province in the application of scientific and technical solutions and new technologies in the design, construction, management, operation and regulation of irrigation projects. irrigation program.
