1. General objective
a) Develop comprehensively and synchronously in order to build the Vietnam Institute of Water Resources Science into a center of water resources science, technology and training to reach an advanced level, to be ranked first in the country, with sufficient capacity and prestige. credit integration, on a par with other countries in the region and a number of fields reaching international standards; having a team of highly qualified science and technology and leading scientists in each field, ensuring the age structure; has modern facilities and equipment.
b) By 2020, to develop the Institute's scientific and technological potential to the advanced level in Southeast Asia; By 2030, to reach the advanced level in Asia and a number of fields to reach the international advanced level.
c) Vietnam Institute of Water Resources Science must take the quality of scientific research products and the efficiency of technology transfer and technical progress into production practice, contributing to the implementation of political tasks of the industry and the country. in the industrialization and modernization process as the highest standard to evaluate the development of the Institute; step by step participate in the regional and world science and technology market, strive for the main source of income of scientific staff from scientific research and technology transfer activities.
2. Specific goals
a) The system of organization, apparatus and operation meets the requirements of the Government's Decree No. 115/2005 / ND-CP on the implementation of the mechanism of autonomy and self-responsibility.
b) Build up a contingent of cadres and civil servants that are sufficient in quantity, rational in structure, continuously transitioning between generations, have strong political bravery, have professional capabilities, professional skills and mind. blood to the profession, to stick for a long time with the Institute to meet the assigned tasks. To attach importance to training a contingent of thoughtful and talented leaders and leading scientists in the Institute's specialized fields.
Staff with postgraduate qualifications are fluent in English, mastering at least 01 technology. The number of staff with postgraduate degrees will increase from 25% to 35-40% of the total staff by 2020 and over 50% by 2030. Each field has leading experts.
c) To develop science and technology in order to provide scientific arguments and products of high value, selectively absorb, master advanced technologies in the world and quickly transfer advanced technologies, research results on production, contributing to sustainable agricultural growth and development, disaster mitigation and climate change adaptation;
- By 2020, to ensure that 60% of research results will be applied and transferred into reality in production and 20% of research topics have articles published in international journals;
- By 2030, ensure that 70% -80% of research results will be applied and transferred into actual production and 30% of research projects have articles published in international journals.
d) To train irrigation science and technology officers to high professional qualifications, contributing to building a contingent of scientific and technological staff for institutes, ministries, branches, localities and countries in the region;
- In the period 2013-2020, the Institute will train 150 doctors and masters.
- In the period of 2021-2030, the Institute will train to meet the number of doctors and masters according to the human resource development target of the country and of the sector.
e) To build and develop affiliated units in the direction of specialization, with focus and focus and must have spearhead technologies capable of competing in the market.
g) Promote international cooperation on science and technology and train highly qualified human resources in the irrigation sector to promote innovation and technology transfer, development and integration of science and technology in the area. regional and international.
